Metrology certificate (Other name: Pattern Approval Certificate for Measuring Instruments) is a document confirming that the measuring instrument complies with the metrological and technical requirements (specifications) stipulated by the regulations of the Russian Federation.

The work related to ensuring measurements uniformity in Russia is carried out on the basis of the Federal Law No. 102-FZ «On ensuring the uniformity of measurements». Pattern Approval Certificate for Measuring Instruments is issued by the Federal Agency on Technical Regulation and Metrology (Rosstandart).

Products for which it is necessary to obtain the Certificates of Metrology:

Mandatory metrology certificate must be obtained for the measuring instruments (pressure gauges, temperature sensors, water meters and so on) to be used for state supervision and control measurements during:

• health activities;
• veterinary activities;
• environmental protection activities;
• security activities in emergency situations;
• activities aimed to ensure safe working conditions and labour protection;
• implementation of production control in compliance with the legislation of the Russian Federation industrial safety requirements for the operation of hazardous production facilities;
• trade and barter transactions, execution of works on packaging of goods;
• the performance of the state registration operations;
• the provision of postal services and measurement of the volume of telecommunication services provided by telecom operators;
• state defense and security activities;
• land measuring and cartographic activities;
• hydrometeorology activities;
• banking, tax and customs operations;
• works on conformity assessment of industrial production and other types of products, as well as of any other objects in compliance with the mandatory requirements of law of the Russian Federation;
• carrying out the official sports competitions, training of high-class athletes;
• implementation of court and prosecution authorities requests, and requests of state executive bodies;
• state control measures (state supervision);
• nuclear energy activities.

The procedure for Pattern Approval for a Measuring Instrument is stipulated by Decree of Ministry of Industry and Trade of the Russian Federation No. 970 «On approval of the Administrative Regulation on provision of the standard sample or measuring instruments pattern approval public service provided by the Federal Agency on Technical Regulation and Metrology» as of June 25, 2013.

Important features of the Pattern Approval Certificate for Measuring Instruments execution:

• Certificate of Metrology (Pattern Approval Certificate for Measuring Instruments) is issued after registration of the measuring instrument in the National Register of Measuring Equipment (www.fundmetrology.ru).
• Pattern Approval Certificate for Measuring Instruments is issued by the Federal Agency on Technical Regulation and Metrology (Rosstandart).
• The certificate may be issued either for a single product or batch of products, or for mass production.
• The maximum period of the certificate validity is 5 years.
• The measuring instruments, intended for use in the area of state regulation ensuring the uniformity of measurements, are subject to initial verification prior to commissioning and after repairs, and are subject to periodic verification while in operation.
• Measuring instruments of the approved type and operational documentation for the products shall be labelled with the Pattern Approval Mark for Measuring Instruments, the shape and dimensions of which are given in Appendix No. 4 attached to the Order of the Ministry of Industry and Trade of the Russian Federation No. 1081 dated November 30, 2009.
