In accordance with Article 41 of the Federal Law "On Communications", the Government of the Russian Federation
Federation decides:
1. To approve the attached list of communication facilities subject to compulsory
certification.
2. To establish that:
a) the means of communication indicated in the list , approved by this Decree,
are subject to obligatory certification if such means of communication are used:
in the public communication network;
part of the technological communication network attached to the public communication network;
in special purpose communication networks for interfacing communication networks of special
appointment with the public communication network;
b) communication facilities subject to mandatory certification are not included in the lists
products subject to the provisions of paragraph
first paragraph 1 of Article 29 of the Federal Law "On Technical Regulation";
c) means of communication in respect of which the conditions for the application of certificates of conformity, issued before
the entry into force of this Decree,
quality: international switching centers, may be used as international telephone exchanges;
transit intercity nodes of automatic switching, it is allowed to use ,the quality of long-distance telephone exchanges;
long-distance telephone exchanges, may be used as zonal
telephone exchanges;
urban automatic telephone exchanges, subscriber digital hubs,
rural automatic telephone exchanges, can be used as local
telephone exchanges;
channel-forming equipment of plesiochronous digital hierarchy, equipment

temporary multiplexing plesiochronous digital hierarchy, equipment cross
switching plesiochronous digital hierarchy, terminal and intermediate points of linear
path plesiochronous digital hierarchy, it is allowed to use as equipment
digital transmission systems plesiochronous digital hierarchy;
control equipment and monitoring of radio relay communication systems, is allowed
use as an equipment of automated control and monitoring systems
telecommunication networks;
analog-digital radio relay communication systems, digital radio relay communication systems
synchronous digital hierarchy, digital radio relay communication systems plesiochronous
digital hierarchy, analog radio-relay communication systems, can be used in
quality of radio relay communication equipment.
3. Certificates of conformity issued by means of communication before the entry into force of this
Resolutions apply until the expiry date of such certificates.
4. Recognize as invalid Decree of the Government of the Russian Federation of 31
December 2004 N 896 "On approval of the list of communication facilities subject to compulsory

certification "(Collected Legislation of the Russian Federation, 2005, No. 2, Article 155).

I. Communication facilities that perform the functions of switching systems
1. Equipment that is part of transit, terminal-transit and terminal nodes
fixed telephone communication network:
a) international telephone exchanges;
b) long-distance telephone exchanges;
c) zone telephone exchanges;
d) local telephone exchanges;
e) combined telephone exchanges.
2. Establishment-production automatic telephone exchanges.
3. Equipment that implements the functions of switching and service management.
4. Equipment for the provision of intra-zone, long-distance and international
telephone communication with the help of an operator.
5. Equipment of emergency call service call centers.
6. Equipment of Call Center Call Centers
service.
6 (1). The equipment of the centers of processing of calls of emergency operational services.

7. Telegraph communication equipment:
a) telegraph stations and substations;
b) message switching centers.

19. Automated calculation systems.
20. Equipment for time-based accounting of the duration of the connection.
V. Radio-electronic means of communication
21. Earth stations of satellite communication and broadcasting.
22. Radio relay communication equipment.
23. Base stations and repeaters of mobile radiotelephone communications networks.
24. Base stations and repeaters of mobile radio networks.
25. Equipment for television broadcasting and broadcasting.
26. Base stations and repeaters of radio access networks.
VI. Communication equipment,
including software that provides
implementation of specified actions in carrying out
operational-search activities
27. Equipment of switching systems, including software,
ensuring the implementation of specified actions in the conduct of operational search
activities.
28. The equipment of digital transport systems, including software,
ensuring the implementation of specified actions in the conduct of operational-search
activities.
29. Hardware and software of information systems containing databases
data of subscribers of the communication operator and the communication services provided to them, providing
the implementation of specified actions in the conduct of operational-search activities.
VII. Terminal equipment that may cause to disruption of the communication network
